For years the internet has enjoyed its status as a relative haven from taxation, much to the chagrin of sales-tax reliant states. But with the fiscal situation growing more and more dire across all levels of government, and internet commerce continuing to eat into traditional forms of business, the lack of internet taxation sticks out like a sore thumb.
Indeed, the National Taxpayers Union, a libertarian anti-tax group says big tax hikes are definitely on the way.
Says the NTU:
Congressional sources say that introduction of federal legislation to implement the “Streamlined Sales Tax Project” (SSTP) could happen as early as this week. This comes in response to ongoing deliberation surrounding the issue of tax policy toward the Internet and the SSTP, a campaign that would allow states to collect sales taxes on transactions made by residents beyond their borders. States need Congress’s blessing for SSTP because of previous court rulings that governments cannot force firms within their jurisdiction to collect taxes on sales made to out-of-state customers.
“It is unfathomable that lawmakers, in good conscience, would place yet another tax burden on American families given our current economic climate,” said NTU Director of Government Affairs Andrew Moylan. “Passage of SSTP legislation would shovel more money into the coffers of states that don’t deserve it, while resulting in even more economic pain for hard-working taxpayers who have suffered enough.”
While the legal issues are certainly tricky — particularly as it pertains to inter-state transactions — the NTU is wrong on this one. It’s time to start bringing the internet into tax parity with traditional forms of commerce.
First of all, the government needs the money. Yes, politicians could cut spending instead (and that may be preferable) but as long as citizens continue to support pro-spending measures, they need to be paid for.
Second, a big argument in favor of not taxing the internet is that such taxation would slow down innovation online, something we’ve been (smartly) eager to nurture over the years. But at some point that argument starts to lose its resonance as the internet grows more mature (if anything, perhaps it’s physical commerce that really needs the help with innovation these days, given how miserable going to a store can be). What’s more, to the extent that internet commerce innovates based on the protection of being tax-free, it may not be particularly desirable.
What’s more — and it’s somewhat surprising that this doesn’t get more play — it’s regressive to tax physical commerce and not tax electronic commerce, the latter of which is more popular with the affluent. There’s no particularly compelling reason to offer a tax-haven to those who are more likely to be shopping online.
So yes, it’s coming as the NTU says, due to economic reasons. And it’s a good thing.

In his keynote at the Computers, Freedom, and Privacy 2009 conference today, founder Craig Newmark said he recently spoke with a customer who made a compelling case for allowing gun ads on the classifieds site.
Newmark said that craigslist is always evolving in response to requests from its customers. “We are driven by our community,” he said. That’s how Newmark and CEO Jim Buckmaster arrived at the decision to pull the site’s erotic services section, he said. South Carolina’s attorney general had pressured craigslist to make the move by threatening the site’s management with criminal investigation.
While craigslist’s execs are still weighing allowing gun ads on the site, they are already looking to make its content available in more languages. In his keynote, Newmark also underlined growing importance of cell phones in accessing mobile content — which could be an indication that craigslist will do more in mobile in the coming months. Other sites have created applications that are tailored to users of popular devices like the iPhone; so far, craigslist hasn’t followed suit.

The new rules apply to chargebacks made after 30 September 2008 and reimburse sellers who meet certain criteria. Avcil’s case clearly meets all of these and, although she sold the iPod before the cutoff date, the chargeback was filed after 30 September. None the less, Paypal’s press office tells me that as the actual transaction predated this, she does not qualify for a refund. It will, it says magnanimously, offer her the £265, but merely as a goodwill gesture to make up for its poor communication skills. Only after I email the press office a copy of its own protection policy does it realise that Avcil is indeed covered. She is now to get additional compensation for the seven months it has taken to persuade PayPal to keep its promises.

The world’s biggest auction site has alienated buyers and sellers alike. Stewart Mitchell investigates whether eBay is heading for a mighty fall. EBay may remain the first port of call for bargain hunters, but the site’s dominance doesn’t mean it’s popular with all buyers or sellers. Indeed, many believe it has grown too big for its cut-price boots. EBay is to web auctions what Google is to search and Hoover is to vacuum cleaners. The website had 26 million items for sale at the time of writing, according to Power Sellers Unite’s Auctionsitewatch, while its nearest competitor eBid had a mere 2.5 million. Most rival sites have fewer than 500,000 items for sale, which is hardly enough to attract shoppers, and without shoppers there are no sellers. So eBay is definitely king, but its subjects are in an unruly mood. A trawl of the web forums and conversations with vendors show that eBay isn’t short of vocal critics. Constantly changing policies, fee hikes and gagging orders on sellers are just some of the accusations made by eBay’s practitioners. And not many of them like being forced to employ eBay’s own payment system, PayPal. There are also accusations that the auction site’s much-valued community is being eroded by the inclusion of bigger, richer retailers in listings, with smaller vendors being pushed aside in eBay’s rush to boost profits. The big stores that now populate eBay, such as Argos, are hardly the niche merchants selling unique goods. The figures tell their own tale. According to the American Customer Satisfaction Index (ACSI), eBay’s consumer satisfaction score last year slumped four points to 78%, an all-time low, while revenues fell 7% in the fourth ADVERTISEMENT quarter, marking eBay’s first ever negative year-on-year quarter. The company’s stock price lost almost 60% in 2008. Is eBay still the best place for picking up a bargain or cashing in on those cupboards full of old kit, or is the auction giant heading for a Goliath-esque fall? We aim to find out. Maximise your eBay earnings The eBay alternatives Hiking up the fees January 2008 could well go down as a watershed for eBay; the month that the company finally appeared to alienate the very people its business depends on – the sellers. Among other unpopular changes introduced at the turn of the year, the most alarming for many merchants was the new fees for selling. The controversial move saw the old-style listing fee reduced, but eBay’s earnings supplemented by inflated Final Value Fees (FVF), which take up to 10% of the total sale. For big-ticket items this was a bitter pill to swallow, and prompted many people to forsake eBay and either seek rival sites such as Craigslist, or open their own web stores. “People are leaving in droves,” auctioneer Walt Kolenda told us. “I’ve been on eBay ten years and recently people are moving away real quickly.” Most goods carry an insertion fee: £1 for goods listed between £30 and £100, then there’s eBay’s cut from the sale price – 8.75% of the first £30, plus 5.25% of the remaining balance. If you want to put a reserve on an item, add another 2%, non-refundable if the product doesn’t sell, and more for fancy listing features such as bold text or to be featured near the top of listings. Assuming you use PayPal for payment – effectively the only “safe” available method – there’s another 20p per transaction, plus 3.4% commission on transactions of up to £1,500. eBay scammer gets jail time Posted by Power Sellers Unite
A Baraboo man charged with using promises of a valuable vintage guitar to scam eBay auction site users for thousands of dollars will have a summer vacation in the pokey after he copped a plea Wednesday. David N. Waldrop, 28, appeared in Sauk County Circuit Court to resolve two counts of theft by false representation and two counts of attempted theft by false representation. The charges stem from events that took place in October of 2008. According to court documents, a Baraboo police detective took complaints from four people who saw a 1961 Gibson ES-355 guitar Waldrop offered for sale on eBay. A man from Pennsylvania sent $4,500 to Waldrop’s Paypal account and a man from Munich, Germany wired $5,800 to him for the vintage instrument, court documents state. In return, the men said they received much cheaper Epiphone guitars when they opened packages sent by Waldrop, records state. An Internet search found Epiphone guitars with prices as low as $200. Examples of the 1961 Gibson instrument range from several thousand dollars to $15,000. Two other men offered amounts of $7,500 and $7,000 for the Gibson, records state. However, Waldrop ended negotiations with them when they wanted to come to Baraboo and actually look at the merchandise, the detective reported. The investigator found Waldrop had offered a Gibson ES-355 guitar for auction four separate times between Oct. 1 and Oct. 6, 2008, according to documents During Wednesday’s hearing Waldrop pleaded no contest to all four criminal counts and Judge Guy Reynolds found him guilty. The judge sentenced Waldrop to 30 days in the Sauk County Law Enforcement Center lock up and two years on probation. He must also pay restitution of nearly $10,500 to his victims and to take counseling at the direction of his probation agent. If he fails to comply with condition of his probation he risks having it revoked and being sentenced to more jail or state prison time. Waldrop is slated to begin his jail term August 16.

Ebay Plan

This post was originally posted in the FEEDBACK DISCUSSION FORUM on ebay. It has repeatedly been removed by ebay forum Moderators. (watchdogs)! They don’t want you to see it! If it was not authentic then they would not be so quick to delete it so no one can see it, and I have been suspended once for 7 days and now for 30 days for referring to it! I make no claims as to its authenticity, BUT, I have watched ebay closely, and it appears to be a roadmap of exactly the changes currently taking place, as well as the future!

This next posting has been sent by an employee of eBay, and bears much truth. It explains their future intensions as well as their past behavior. If any of these predictions come true (as opposed to some changes in favor of the seller), it will be a clear signal from eBay of their true intensions. I went to eBay’s annual meeting in Chicago, and was privately told similar things by two eBay employees who spoke to me privately at the event.
There is widespread seller revolt, and listings and sales are way down. If they really do not care (as purported in this upcomming message), they will not reverse the Feedback decision, but work further to discriminate against buyers. If they do care about the smaller sellers, they will reverse some of their previous decisions.
Um… what happened to the 2nd post? Luckily I saved it in a Word document. Really, this whole thing makes me sad. eBay gave me an opportunity. I embraced it. I was lucky b/c at the time I started, cowboy boots were very hot from a fashion standpoint. It was crazy fun. Now, I use eBay as a way to generate some fairly fast cash, but not as a sole source of income.
I would advise others to spread their eggs into other baskets. Personally, I have rented a booth at a local antique mall – I am doing GREAT! It’s so much fun.
HOWEVER, I am saddened by the propaganda that is circulating about eBay. Even though “used sales” may be only 13% of revenue, it’s still a BIG CHUNK = and worth keeping. Hopefully, eBay will decide to spin off a site like half.com or something for the vintage items – I just can’t imagine a corporation throwing away 13% of revenue!

I posted this at the feedback forum at eBay.I should have known. My ID will be toast soon anyway. This was the only other place I thought where my statement might have an impact. Do with it what you will. After Chicago, my only desire is to be heard.
There will be those who will not believe me and I sympathize. I wish the facts were fiction but to deny what I know would be to live in a fairyland of make-believe. I understand that the bulk of this “manifesto” reveals a plot so against the spirit of eBay that it will be dismissed as lie. So be it. I cannot force the world to accept it. All I can do is state the truth as I know it and leave it to you and to your common sense and experience to judge.
The deck is stacked against me. Aside from the natural resistance to believe I know that the boards are stocked with eBay’s tools. Their goal will be to discredit me. I will be accused of being a “disgruntled”, “paranoid”, and “emotional” seller. Their words will be specially chosen for effect. That is part of the function of the tools and I am not fazed by it. However, to protect my own identity within the corporation, I cannot be too specific lest the details single me out to the powers that be.
What I intend to reveal is common knowledge to many in the management division behind the scenes.
By the way, the tools are not only the mouthpieces that promote the policies. The psychological tactics employed by the powers that be are far deeper and grander than that. The subtlety of the method is remarkable. The tools come in a wide range of flavors with their own, individual “characteristic” rhetoric. From those who are “for” the policy – and spread various degrees of hostility toward the sellers – to those who are “against” the change – and spread panic and further the divide with the buyers. Both serve the same exact purpose: a manipulation designed to remove the more involved and savvy small to large sellers who will not fit into eBay’s future business plan.
First, let me correct the record regarding the concept of sellers extorting positive feedback. While the violation was known to happen, the activity amounted to less than a tenth of a percent of the yearly transactions. Further, it involved sellers whose feedback percentages were below 80%. The absolute majority of sellers did not engage in such practices. Nevertheless, the powers that be could not resist the fact that promoting this notion of feedback extortion as a wide-spread phenomenon would be the perfect cover with which to hide the true intentions of the policy.
The powers that be want to transform eBay into an overstock warehouse venue. A kind of outlet store for the internet much like a cheaper and streamlined version of Amazon. From a strictly business point of view, given the size of eBay and the growing costs of doing business, it makes a certain kind of sense to shift gears. Think about it: when eBay started, sellers were about rare and unique items but here and now the majority of items are common, used counterparts of what can be found new online at retail sites. Truly rare and unique items are sold at real auctions; the “stuff in your attic” isn’t glamorous enough and won’t keep eBay afloat any longer.
The trend away from the rare and unique to the big box retailer is not new. Several years ago the powers that be noticed that the big “powersellers” were simply listing items that existed in their retail stores or inventories. Thus the concept of “buy it now”, “best offer”, and “eBay stores” were created. It was the nascent stage of the plan yet to be. Little by little, without the population noticing, the mechanisms required to replicate the average retail storefront were already in place – and with its rise came the slow, steady downfall of the auction format.
Yet outright pursuit of a retail venue would have led to a major problem that at the time could not have been surmounted. The vast majority of people, on and off line, know eBay as precisely the place for auctions of rare and unique items. The sellers and buyers held onto that perception too but in truth their opinion even involvement in new and improved version of eBay is irrelevant by a certain Machiavellian calculation made by the powers that be. As part of the plan, eBay calculated thus: even if they lost the sellers as part of the change, the buyers will be coming back to buy regardless of who or what operated within the retail-outlet venue.
No, it was the stock holders who the powers that be feared.
Only the stockholders had the power to change the direction set forth by the CEO and the board. So it became imperative to change the equation. Part of the plan is to devalue the stock gradually so that investors merely dumped the stock as opposed to wanting managerial change ala Yahoo. Then to buy back the stock at lower cost and to such a volume that no rebellion against the powers that be were possible.
By the end of July that phase of the plan will be successful and there est of the plan will be revealed without fear of backlash from those who otherwise would have had the power to pull eBay back from the brink.
Indeed, if you believe the current changes are obvious signals that small sellers are not wanted – be prepared – you have seen nothing yet.
So far what have they done? All they have managed to do is silence a seller’s ability to warn others about buyers (half of the purpose behind the original idea of feedback), burden you with higher and higher fees, dangle “treats” like discounts while setting the bar of eligibility so high that the rewards cannot be reached. and, by the way PayPal deals with “complaints” leave you vulnerable to fraud. What if worse was yet to come?
They know if you do not feel safe that you will not use eBay. The changes that have been enacted only eliminates the small sellers. Meanwhile they want to eradicate the mid-sized seller too. And they want to ensure that both do not return.
For the mid-sized seller the DSR became the tool of choice. The powers that be raised the level of what is a good seller artificially high. No manipulation is required; they know exactly the effect of the policy. This is why buyers are told that 4 is a good score and sellers are told that 4.9 yields discounts and higher listing placements. As long as that fractured point of view exists, eBay does not need to interfere with the DSR as has been suggested, the buyers will be killing the sellers naturally.
By August there will be no pretense and the intentions of the new and improved eBay will be clear. The following is only a partial list of the rules that will be imposed. It comes from a memo that circulated within my corner of the managerial department the week before Chicago. I cannot be too specific about certain items and I cannot reveal details of the latest additions without endangering my anonymity.
1. Neutrals will be converted to negatives complete with red icons and reduced feedback scores. Afterward neutrals will not be offered as a choice of feedback.
2. The entire process of feedback will be automated. Buyers and sellers will chose standard feedback from a list. For sellers this operation will be performed automatically upon the buyer winning. For buyers there will be an extra free line with which to add a few comments about the seller without restriction to content. Replies will not be allowed.
3. The implementation of a stricter rules regarding shipping. From the boxes, packing, labels and tapes to where you can buy postage. Orders have been placed for prototypes of “eBay” boxes. UPS and FedEx will be instructed not to accept “eBay” merchandise if it’s not inside “eBay” boxing. They will know, of course, because when sellers buy the “eBay” postage from the “eBay” source, a detailed list of contents with item numbers will be available to the shippers upon scanning a bar code. As for those who continue to use USPS, another level of quality control will be implemented – buyers will be asked, upon confirmation of delivery, if the seller used “eBay” standard shipping items. Naturally, no verification of the buyer’s truthfulness will be attempted, and continued ‘infractions’ will result in suspension. eBay will have other ways to check if a seller is not using the “eBay” equipment – as they will be required to buy at cost the supplies immediately after items are listed. (This is such a large scale operation behind the scenes that I feel comfortable sharing as much of it as I know.)
4. Sales taxes will be included automatically; shipping cost and sales taxes will be used to determined FVF.
5. Item descriptions will be “standardized” with templates which include the posting of a new, universal return policy. Only yearly subscribers to the retail-outlet venue can opt out of these universal return policies but even they cannot alter the template structures being devised.
6. Strikes against buyers will be eliminated as the whole concept of a buyer and bidding will be altered. FVF will be calculated when payment is submitted.
7. Time to Close will be eliminated entirely. Best Match will be the non-alterable default. Best Match is a system that caters to the needs of shoppers not bidders.
8. Placement within Best Match will be determined by several factors, the most important of which will be the extra display features added onto the listing.
9. DSRs can be removed by retailers and powersellers who pay a certain yearly fee.
10. The end play itself which consists of four phases: a) the main focus shifts to retail sellers whose fees are on a per listing basis b) stores will be replaced by a classified section, fees will be based on yearly subscriptions and FVFs c) occasional auctions will be conducted for unique items (celebrity auctions, items that have been featured on the news, etc.) d) total elimination of auctions for regular sellers.
From the point of view of eBay’s agenda to change gears these alteration make sense. The powers that be want to turn eBay into a retail venue format. Therefore the “buyer” must be changed – bidding and commitments to buy are part of the past. In a retail venue, the item is either in your cart or not and you only commit to buy when you pay at checkout. The seller is also redefined in the way they will be required to do business. They will be forced to copy the methods of retail stores.
The goal is to become Amazon Lite. Unlike Amazon the merchandise will be stocked by the retailers in their warehouses, eBay will be just an electronic centralized venue for outlet sale – a “trusted” name with a wide customer base and popular name recognition.
That is the future and as I write this I know that it cannot be stopped. There are no investors with enough clout and will to challenge the CEO. Stock holders will simply walk away. eBay will not sink, however, it will be exactly in the position its rulers intend it to be at.
Sellers, my advice is simple. You are not wanted. Leave. If you stay, you will be crushed. Leave. Go away. You cannot win.
I am sorry because for too long I have been a complicit tool behind the scenes. I was part of those teams and think tanks that spearheaded many of the “innovations” you know very well and which will be used to destroy you. I know I will not be believed. I will be mocked and ridiculed by the tools and even those who are real, actual people will be hesitant to accept what I have to say. What has been done to this community, the plots and schemes hatched in meetings and across memos, is far, far worse to endure within my soul than any treatment I will receive at the hands of the tools by posting this. You do not know how much they hate you. It is my conscience that I want to clear going forward. Again I apologize. There should have been a better way for the powers that be to effect the change they wanted for eBay – instead they succumbed to cloak and dagger deception.

Iran’s opposition supporters, faced with a senior cleric’s demand that protest leaders be severely punished or even executed, enter the third week of their campaign against the disputed presidential election in increasingly tight straits.
Opposition leader Mir Hossein Mousavi, who claims hard-liner Mahmoud Ahmadinejad stole the election, says he will seek official permission for any future rallies, effectively ending his role in street protests.
The opposition may have little opportunity to keep momentum going within the limits of the law, and the international attention that appeared to bolster their morale could be waning. Also, , Mousavi’s Web site, his primary means for communicating with supporters, remained down on Saturday; an aide told the Associated Press Friday that the site had been hacked.
In one of the harshest statements from authorities since protests broke out after the June 12 election, Ayatollah Ahmed Khatami, a ranking cleric, said “Anyone who takes up arms to fight with the people, they are worthy of execution.”
Those who disturbed the peace and destroyed public property were “at war with God” and should be “dealt with without mercy,” he said Friday in a nationally televised sermon.
His call for merciless retribution for those who stirred up Iran’s largest wave of dissent since the 1979 Islamic Revolution came as Mousavi slipped further from view.
Mousavi said he would seek official permission for any future rallies, effectively ending his role in street protests organized by supporters who insist he won the election.
Mousavi alleges he was robbed of victory through widespread and systematic fraud. The regime rejects the claim, refusing to consider new balloting, and on Friday, the Guardian Council — Iran’s top electoral body — proclaimed the vote the “healthiest” held since the revolution.
Iran’s supreme leader, Ayatollah Ali Khamenei, has ruled out a revote.
Since the election, opposition protesters repeatedly have clashed with security forces who arrested hundreds of people, including journalists, academics and university students. At least 17 people have been killed, in addition to eight members of the pro-government Basij militia, officials have said.
The unrest has sparked an escalation rhetoric battle between Iran and the West, with Tehran accusing the United States and Britain of fomenting the protests and meddling in Iran’s internal affairs. Western reponse shows signs of increasing impatience and anger, but without pragmatic measures.
In Trieste, Italy, foreign ministers of the Group of Eight countries called for an end to the violence in Iran and urged the authorities to find a peaceful solution.
Also Friday, more than 150 demonstrators attacked the Iranian Embassy outside the Swedish capital of Stockholm, throwing stones, breaking windows and injuring one worker, police said.
Officers evicted the few demonstrators who climbed in through broken windows and arrested one person, said police spokesman Ulf Hoglund. President Barack Obama, joined at the White House by German Chancellor Angela Merkel, hailed the demonstrators in Iran and condemned the violence against them.
“Their bravery in the face of brutality is a testament to their enduring pursuit of justice,” Obama said. “The violence perpetrated against them is outrageous. In spite of the government’s efforts to keep the world from bearing witness to that violence, we see it and we condemn it.”
Obama scoffed at accusations of U.S. meddling in Iran by Ahmadinejad, who on Thursday called for “repentance” from the U.S. leader. Obama added that Mousavi has “captured the imagination or spirit” of those in Iran who are “interested in opening up.”
The demonstrations petered out this week under an ever-intensifying crackdown. Mousavi, meanwhile, has sent mixed signals to supporters, asking them not to break the law while pledging not to drop his challenge.
Amnesty International called the prospect of quick trials and capital punishment for some detainees “a very worrying development.” It said Iran was the world’s No. 2 executioner after China last year, with at least 346 known instances of people put to death. The group also called on the regime to release dozens of detained journalists it said faced possible torture.
As the protests dwindle amid intensifying official pressure, the opposition may suffer from a decline in international attention. The protests and violence dominated Western news broadcasts for nearly two weeks, with the reports substantially bolstered by videos gleaned from Internet sites and by commentary from social networking sites.
Such sites were a key pipeline for the opposition amid the tight restrictions on foreign media in the country.
But along with the diminished action on the streets in Iran, other stories have arisen to siphon away attention — especially the death of pop star Michael Jackson.
Television coverage of Iran’s turmoil has fallen since Jackson’s death Thursday; on the Twitter micro-blogging site, Iran remained among the most discussed topics, but fell below Jackson and comments about the movie “Transformers 2.”
